Overview

The California Building Standards Code (Title 24, California Code of Regulations) applies in Buena Park. The city adopted by reference some relevant parts of the California Building Standards Code. Buena Park, Cal., Muni. Code §§ 15.56.010, 15.58.010, 15.68.010, 15.60.010, 15.64.010, 15.70.010, 15.80.010, 16.00.010, and 15.92.010. The city amended the following parts of the California Building Standards Code:

Buena Park adopted and amended the 2013 California Residential Code as the residential code for the city. Buena Park, Cal., Muni. Code §§15.58.010 California Residential Code – Adopted and 15.58.020 Amendments to the California Residential Code. PLRB did not find a reference to Buena Park's Table R301.2(1) of the residential code. Buena Park amended the 2013 California Residential Code by revising the roofing provisions of the state code as follows:

The city amended Section R902.1 of the California Residential Code by revising it to allow only Class A or B roofs:

R902.1 Roofing Covering Materials. Roofs shall be covered with materials as set forth in Sections R904 and R905. A minimum Class A or B roofing shall be installed in areas designated by this section. Classes A or B roofing required by this section to be listed shall be tested in accordance with UL 790 or ASTM E 108.

Exceptions:

1. Class A roof assemblies include those with coverings of brick, masonry and exposed concrete roof deck.
2. Class A roof assemblies also include ferrous or copper shingles or sheets, metal sheets and shingles, clay or concrete roof tile, or slate installed on noncombustible decks.

The city amended Section R902.1.3 of the California Residential Code by revising it to require a minimum Class B roof:

R902.1.3 Roof Coverings Within All Other Areas. The entire roof covering of every existing structure where more than 50 percent of the total roof area is replaced within any one-year period, the entire roof covering of every new structure, and any roof covering applied in the alteration, repair or replacement of the roof of every existing structure, shall be a fire-retardant roof covering that is at least Class B.

The city amended the first paragraph of Section R902.2 of the California Residential Code by revising it to allow only Class A or B treated wood roofs:

R902.2 Fire-Retardant-Treated Shingles and Shakes. Fire-retardant-treated wood shakes and shingles are wood shakes and shingles complying with UBC Standard 15-3 or 15-4 which are impregnated by the full-cell vacuum-pressure process with fire-retardant chemicals, and which have been qualified by UBC Standard 15-2 for use on Class A or B roofs. (Ord. 1569 § 4, 2014)

 

Existing Buildings

Existing buildings, meaning buildings that were built in accordance to code at the time of construction, typically merit extra consideration in a current updated code.

Buena Park adopted the 2013 California Existing Building Code without amending the code. Buena Park, Cal., Muni. Code §15.080.010 Existing Building Code – Adopted.

Buena Park adopted and amended the 2012 IPMC as the property maintenance code for existing buildings the city. Buena Park, Cal., Muni. Code §15.100.010 International Property Maintenance Code – Adopted.

The city also refers to Section R102.7 in Division II of Chapter 1 – Scope and Application, for how the adopted residential code apply to existing buildings.

Commercial Building Code

Buena Park adopted the 2012 IBC, statewide with limitations. Note that adoptions usually come with amendments. So, it is important to review those amendments in addition to the unamended model code.
